HOBBES AND LOCKE ON THE STATE

HOBBES AND LOCKE ON THE STATE Onyeukwu Uchechukwu Department of Political and Administrative Studies, University of Port Harcourt, Port Harcourt, Nigeria uchechukwu.onyeukwu@uniport.edu.ng ABSTRACT A fundamental question which has continued to occupy eminent space in political science is; what is the state?  Political thinkers are not united on one answer; whether it is on the origin of the state, the nature of the state or the end for which the state is established. The result of differences in opinion about what the state should be is that there are countless theories of the state. This paper examines how Hobbes and Locke conceptualise the state. It compares and contrasts the central elements of the Hobbesian and Lockean states. Using the comparative approach, the work finds that Hobbes and Locke agree that the state is the result of an agreement by humans who hitherto lived in a state of nature. It identifies that although Hobbes prefers an absolute state and Lo...

THE ROLE OF MATHEMATICS IN INTERNALLY DISPLACED PERSONS (IDPs) RESETTLEMENT

ABSTRACT This paper examines the role of mathematics in internally displaced persons resettlement programmes. The issues discussed have wider applicability for resettlement programmes not only in Nigeria but in Africa as a whole and other part of the world. It looks at the concept of displacement as suffering pains that reduce the worth of a displaced person, the meaning of internally displaced persons (IDPs) as defined by United Nations. The paper also discusses the cause of displacement in conflict context as cross fire of disputes between insurgent groups and government forces. The study proffers solutions among which is local integration in the host country where they are currently living or resettling. It also suggests and recommends among other things that rigorous education campaign should be carried out among settlers and the neighboring communities, efforts should be made through workshops, seminars and conferences.

THE EFFECTS OF MOBILE PHONES RADIO FREQUENCY EXPOSURE ON HUMAN (TESTES, OVARY AND THE BREAST): A REVIEW

ABSTRACT Communication is one of the most effective human needs besides food, shelter and clothing and the quest for individuals to own a mobile phone; this is not without its negative side effects. This aspect of environmental pollution may be the most significant form of pollution human activity has produced in this century. This Type of Pollution is most dangerous because it is invisible and insensible. As a result, this review highlighted the health hazards associated to radio frequency exposure, these sicknesses include - allergies, heart disease, brain cancer, depression, sleep disorder and ill- temper, Cell phones also interfere with pacemakers, among the ways to minimise exposure are - Choose a phone with the lowest RFR level, hold the phone further away from the head when in use, Use of a “hands-free” kit (with earphones), among recommendations - the  principle of prudent avoidance is a reasonable way to prevent unnecessary exposures.
